Winnipeg, Manitoba -- The Canadian Canola Growers Association is pleased to see that Transport Minister Marc Garneau has tabled the CTA Review Report in Parliament. The report culminates an extensive review of the Canada Transportation Act, which began in May 2014.
Grain producers have eagerly awaited the report, which was originally launched May 24, 2014, submitted to Minister Garneau on December 21, 2015 and tabled in Parliament yesterday, prior to the April 12, 2016 tabling deadline.
The over 500-page, two-volume report is complex, with many interconnecting issues discussed throughout the document. As a result, considerable time will be needed to fully review the recommendations and assess their potential impact for farmers.
The CTA Review Report includes four specific recommendations regarding the transport of grain; however, with many additional recommendations affecting the entire shipper community, it is imperative that we invest the time to complete a comprehensive analysis of the recommendations. Fully understanding the impact of the grain-specific recommendations, as well as those that affect the broader shipper community, will require collaboration amongst stakeholders in the grain sector and beyond.
CCGA will be looking at the recommendations with our lens focused on how the recommendations can resolve farmers’ most serious concerns; most importantly the lack of effective and efficient rail service. Furthermore, our assessment will focus on how the report has responded to the issues that CCGA raised in our submission to the CTA Review Panel.
